Inspections and Engineer Reports in Amarillo, TX
The single question that protects you most: who is paying the engineer.
Most foundation repair companies offer a free inspection. That offer is real and the inspection is usually competent, but it is worth being clear about what it is: a sales visit conducted by someone whose income depends on finding work.
An independent structural engineer is a different proposition. You hire them, they owe you the answer rather than the job, and they have no financial interest in whether the recommendation is twenty piers or none. In several Texas cities that independence is built into the permitting process. McKinney requires that foundations, new or repaired, be engineered by a professional registered in Texas, and that a permit begins with an engineer's letter and drawings showing the affected areas. Denison requires supporting documents, drawings and reports to be sealed, signed and dated by a Texas licensed engineer, and requires contractors to register with the city.
Amarillo's own requirements should be confirmed with the city's building inspection office rather than assumed from those examples. The questions worth asking are specific: does the city require a permit for foundation repair, does it require an engineer's letter, does it require a final inspection, and does the contractor need to register.
On the state question, be careful of confident answers in either direction. Whether Texas requires a state licence specifically for foundation repair contractors is not something we can state with confidence, and several bills proposing one have been through the legislature over the years. Verify the current position with the Texas Department of Licensing and Regulation rather than taking a contractor's word, or ours.
What you can always check: that the engineer is registered in Texas, that the company carries liability insurance and workers' compensation, and that the warranty is written down and says who honours it if the company stops trading.
